Government, to assume responsibility on uninominal

The PNL (National Liberal Party) vice-president Ludovic Orban has announced at the end of this week that the Executive would assume responsibility for the implementation of the uninominal voting system so that president Traian Basescu couldn't "parasitize" the Europarliamentary elections with a referendum on this topic. Orban's statement comes in the context of a presidential threat according to which, a referendum on this topic will be convoked the same day when the elections for the European Parliament are to take place, that is on November 25 if the law on the implementation of the uninominal voting system is not adopted till October 25.
The "PNL Government will assume responsibility for the adoption of the law on the uninominal voting the moment we see the Parliament does not manage to adopt the law in due time and mainly to prevent the major risk that Basescu parasitize the Europarliamentary elections with a referendum", said Orban. The Liberal vice-president also talked about the early elections, and said that PNL wouldn't be placed at a disadvantage by a premature scrutiny, however he appreciated that Romania didn't need a political crisis, a turmoil and a lack of authority at the State and Government's highest level. Ludovic Orban added that, from his point of view, early elections wouldn't be a solution to the current situation in Romania since there was only one year left from the mandate of the current Government. In case the Government assumes responsibility in the Parliament for a piece of legislation, it shall be considered adopted in the form assumed by the Executive unless a no-confidence vote is laid down in three day's time. If the no-confidence vote is laid down in due term and the Parliament doesn't approve it, the law is considered adopted, while id the vote of no-confidence is approved, the Government shall be dismissed.
